Quick answer: ITC reversal means paying back (or reducing) input tax credit you have already claimed, because a condition in the CGST Act, 2017 is no longer met. The common triggers are unpaid supplier invoices after 180 days (Rule 37), suppliers who have not filed GSTR-3B (Rule 37A), use of inputs for exempt or personal purposes (Rules 42 and 43), blocked credits under Section 17(5), and credit notes received from suppliers. Reversals are shown in Table 4(B) of GSTR-3B, and some of them can be claimed back later.

What is reversal of ITC under GST?

Under Section 16 of the CGST Act, 2017, a registered person can take credit of GST paid on inputs, input services and capital goods used in business. That credit is conditional. If a condition fails later – the invoice is not paid, the supplier does not file returns, or the goods are used for exempt supplies – the law asks you to reverse the credit. If you used the credit wrongly, interest under Section 50(3) can also apply.

For businesses in Tambaram, Chennai and across Tamil Nadu, most GST notices on ITC (ASMT-10, DRC-01) start with one of the reversal situations below. Reversing on time, in the right table of GSTR-3B, avoids interest and penalty.

8 situations where ITC must be reversed

#SituationProvisionCan it be re-claimed?
1Supplier not paid (value + tax) within 180 days from invoice dateSecond proviso to Section 16(2), Rule 37Yes – after you pay the supplier
2Supplier has not filed GSTR-3B for that period by 30 September of the next financial yearRule 37AYes – after the supplier files GSTR-3B
3Common inputs / input services used partly for exempt supplies or non-business purposesSection 17(1), 17(2), Rule 42No (proportionate credit is lost)
4Common capital goods used partly for exempt or non-business useRule 43No
5Blocked credits – motor vehicles (with exceptions), food and beverages, club membership, works contract for immovable property, personal consumption, goods lost, stolen, destroyed, written off or given as free samplesSection 17(5)No
6Supplier issues a credit note (discount, return, rate change)Section 34No – ITC reduces to the correct amount
7Switch to composition scheme, or supplies become wholly exemptSection 18(4)No – reverse ITC on stock and capital goods held
8Cancellation of GST registrationSection 29(5)No – pay ITC on stock / capital goods (or output tax, whichever is higher)

1. The 180-day rule (Rule 37)

If you do not pay your supplier the invoice value along with tax within 180 days from the invoice date, the credit taken on that invoice must be reversed. Rule 37 asks you to show this in GSTR-3B for the tax period immediately after the 180th day, with interest under Section 50. Once you pay the supplier, the credit can be claimed again. Supplies made without consideration that are deemed supplies under Schedule I, and amounts added to value under Section 15(2)(b), are outside this rule.

2. Supplier has not filed GSTR-3B (Rule 37A)

ITC is allowed only when the supplier has actually paid the tax (Section 16(2)(c)). Under Rule 37A, if a supplier’s invoice appears in your GSTR-2B but the supplier has not filed GSTR-3B for that period by 30 September of the following financial year, you must reverse that credit on or before 30 November of that year. You can take it back in a later return after the supplier files.

3. Exempt and non-business use (Rules 42 and 43)

When the same inputs or services are used for taxable and exempt supplies – for example, a builder selling both under-construction (taxable) and completed (exempt) flats, or a firm earning exempt interest income – the credit attributable to exempt and personal use is not available. Rule 42 gives the formula for inputs and input services and Rule 43 for capital goods. The working is done every month and finalised for the full year; any extra reversal is added in a return not later than the September return of the next financial year, with interest.

4. Blocked credits under Section 17(5)

Some credits are never available, even when the expense is for business. If such credit was auto-populated and claimed by mistake, it must be reversed. The common ones for small businesses are motor vehicles for less than 13 persons (unless you deal in vehicles, transport passengers or run a driving school), food and outdoor catering, health insurance and club fees (unless obligatory under law), and goods lost or given free.

How to show ITC reversal in GSTR-3B

  • Table 4(B)(1): permanent reversals – Rules 38, 42, 43 and Section 17(5).
  • Table 4(B)(2): temporary reversals that you may claim back later – Rule 37, Rule 37A and other cases.
  • Table 4(D)(1): re-claim of credit earlier reversed under 4(B)(2).

The GST portal keeps an Electronic Credit Reversal and Re-claimed Statement. Any re-claim in Table 4(D)(1) must not exceed the balance in that statement, so record every temporary reversal correctly.

Interest on wrong ITC

Under Section 50(3), interest is payable only when ineligible ITC is both availed and utilised. The notified rate is 18% per annum, from the date of utilisation till the date of reversal. If the credit was only sitting in your electronic credit ledger and not used, reversal alone is enough.

  • Table 4(B)(1): நிரந்தர reversal – Rule 38, 42, 43, Section 17(5).
