1. Circular 257/03/2026-GST: GST Registration
English: Applicants should file FORM GST REG-01 with a PAN-matched name, a correct principal place of business (PPoB) address and proof. Aadhaar authentication gives faster processing within 7 working days. Officers may raise queries only through FORM GST REG-03, and only for illegible or incomplete documents, an address mismatch, or an incomplete address. Unrelated document demands are not permitted. Under Rule 14A, small suppliers whose monthly ITC passed on is below ₹2.5 lakh may get automatic registration within 3 working days.
2. Circular 258/04/2026-GST: Demand, Adjudication and Appeal
English: A show cause notice must set out facts, legal provisions, charges and quantification. Fraud, wilful misstatement or suppression requires intent to evade tax, and the supporting evidence must be in the notice itself. Orders must be speaking orders that deal with each submission. Appeals must first decide limitation. Rectification under Section 161 is limited to apparent errors.
3. Circular 259/05/2026-GST: Pre-deposit under Sections 107(6) and 112(8)
English: Pay the admitted amount in full, plus 10% of the disputed tax. For Tribunal appeals, the 10% is on the tax still disputed after the Appellate Authority’s order. After a favourable order, claim refund under FORM RFD-01 (S. No. 7). A department appeal alone does not stop the refund unless the order is stayed.
4. Circular 260/06/2026-GST: Input Service Distributor (ISD)
English: One State can have more than one ISD registration, one for each distinct person. ISD must distribute credit to the correct distinct person. Recipients must meet Section 16 and 17 conditions. Rule 54(1A) transfers are not outward supply and are excluded from turnover in State and from Net ITC for refund.
Rule 54(1A) பரிமாற்றம் outward supply அல்ல; refund கணக்கில் Net ITC மற்றும் turnover in State-ல் சேராது.
5. Circular 261/07/2026-GST: Section 17(4) for Banks and NBFCs
English: Only registrations that accept deposits or give loans can opt for Section 17(4). If one such registration opts, all such registrations of the entity must follow it. The relaxation for same-PAN supplies applies only if the supplier has also opted. The GSTR-3B reporting procedure is clarified, and past periods should not face an adverse view if they are consistent with it.
